Gratuitous ARP is a feature of the Address Resolution Protocol wherein the host broadcasts an ARP request or reply for its own hardware address.
In cases, you may need to disable Gratitous ARP. To disable Gratitous ARP, please try the following registry edit:

1. Click Start – Run
2. Type "regedit" and press enter.
3. Navigate to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
4. Double-click "ArpRetryCount" DWORD and change the value to "0"
Note: If the DWORD is not there, right-click in the rightpane, select New and then DWORD. Enter the name as "ArpRetryCount" and value as "0".
This should help. This should work on Windows XP, 2003 or later but haven't had a chance to try this out. Anyone has tried??? please let me know and we can update this article.
