From the 1st November, the IP address for the L Root servers (L.ROOR-SERVERS.NET) for DNS lookups has changed. The new IP Address will be
199.7.83.42
and replaces the old IP address 198.32.64.12 which is expected to be decomiisioned in 6 months time.
DNS servers hosting various domains need to update the reference to the old IP addresses.
